The European Association for the Education of Adults (EAEA), in partnership with FORMA.Azione and organisations from Italy, Austria, Germany, and Bulgaria, has launched 'CAN – Valuing Neurodiversity', a new European initiative to mainstream neurodiversity-affirming practices in workplaces and education. Announced on 13 October 2026, CAN treats neurological differences — including autism, ADHD, and dyslexia — as natural variation to be respected rather than problems to be corrected. The initiative will develop practical tools for employers and educators, aiming to close the gap between awareness and action. This comes alongside a parallel EU-funded project, 'Unveiling Potentials,' launched by KMOP with partners from Portugal, Bulgaria, Italy, and Spain, which targets HR professionals who lack practical guidance on supporting autistic employees, especially those undiagnosed or choosing not to disclose. Together these initiatives represent growing EU-level infrastructure for neuroinclusive employment.

IPS has the strongest evidence base of any employment intervention for people with severe mental illness: 28 randomised controlled trials, with meta-analyses finding that people in IPS are about twice as likely to get a competitive job as those in traditional vocational rehabilitation. Trials in Norway, the Netherlands and Denmark show it also works in generous welfare states. Yet European implementation remains uneven.
Employer behaviour is the missing link in disability employment policy. Field experiments show that employers respond less often to applicants who disclose a disability, even when the disability should not affect the job. Fixing this requires understanding what employers actually fear.

Approximately 283,000 people with disabilities in Germany work in sheltered workshops and earn an average of €233 a month, outside the reach of minimum wage law. A lawsuit and a widely watched TV episode are forcing the issue.

As of 2026, Germany's inclusive labour market reforms are producing tangible impact. The elevated Ausgleichsabgabe (compensatory levy) — the penalty paid by employers with 20+ employees who fail to meet the mandatory 5% disability employment quota — is now being collected at significantly higher rates for the first time. Companies that employ zero disabled workers face monthly charges of several hundred euros per unfilled mandatory position. Simultaneously, the Barrierefreiheitsstärkungsgesetz (Accessibility Strengthening Act) is imposing new obligations on businesses to provide accessible products and digital services. Around 13 million people in Germany live with a recognised disability or impairment. On the horizon, Germany must transpose the EU Disability Card directive by mid-2027, and the pending reform of the Federal Disability Equality Act (BGG) remains under parliamentary deliberation. The partial sick leave (Teilkrankschreibung) law has been passed but won't take effect until January 2028. For employers, the immediate priority is ensuring quota compliance to avoid rapidly escalating financial penalties.
