A landmark Nordregio working paper published in September 2026 — 'Disability indicators for the Nordic Statistics Database' — provides the first systematic, comparable set of 17 disability-related indicators for the Nordic region, covering labour market access, education, health, and social participation. The labour market chapter reveals stark gaps: Denmark has the widest employment gap for people with severe disabilities at 54 percentage points, while Iceland's gap is the narrowest. Across all Nordic countries, people with disabilities are significantly more likely to be outside the labour force entirely. The report, authored by Hjördís Guðmundsdóttir and commissioned under the Nordic Programme for Co-operation on Disability Issues 2023–2027, uses Eurostat data to enable continuous monitoring rather than one-off snapshots. For employers, the data underscores that even in the world's most generous welfare states, structural labour market exclusion persists — and targeted, employer-driven inclusion strategies remain essential.

Beyond the official unemployment rate, millions more Europeans are outside the labour market. In 2024, Eurostat counted 13.1 million unemployed people in the EU, plus 6.2 million who were available to work but not looking, and 8.0 million young people aged 15–29 who were not in employment, education or training.
IPS has the strongest evidence base of any employment intervention for people with severe mental illness: 28 randomised controlled trials, with meta-analyses finding that people in IPS are about twice as likely to get a competitive job as those in traditional vocational rehabilitation. Trials in Norway, the Netherlands and Denmark show it also works in generous welfare states. Yet European implementation remains uneven.
