Across all Nordic countries, people with disabilities are significantly more likely to be outside the labour force entirely. The report, authored by Hjördís Guðmundsdóttir and commissioned under the Nordic Programme for Co-operation on Disability Issues 2023–2027, uses Eurostat data to enable continuous monitoring rather than one-off snapshots. For employers, the data underscores that even in the world's most generous welfare states, structural labour market exclusion persists — and targeted, employer-driven inclusion strategies remain essential.
