Norway's NAV began offering wage subsidies lasting up to four years on 1 August 2026, under a pilot approved by Labour and Inclusion Minister Kjersti Stenseng. The scheme targets young people far from the labour market and at high risk of long-term disability benefit receipt. Under previous rules, wage subsidies were capped at shorter periods, limiting employers' confidence in hiring candidates needing longer support.
